A new trap on Bulgarian roads or how the state is quietly removing our license plates for insurance - 1

The unsuspecting driver in our country is now a potential target of an absurd legal paradox that turns a vehicle that was in good condition until yesterday into a “phantom“ in a matter of seconds. Experts from the Road Safety Institute are sounding the alarm about a dangerous precedent in the Road Traffic Act, according to which cars are deregistered ex officio with an expired “Civil Liability“ policy, without the owner even being informed.

This mechanism, which has been in force since September 7, 2025, was defined by the organization as a real “ambush regime“. The problem is rooted in the complete lack of communication between the state machine and citizens. While the software in the Ministry of Interior's databases automatically deletes the car's registration, the driver continues to turn the wheel, unaware that he is technically already driving an illegal machine. Instead of using dozens of electronic communication channels, the state prefers an information vacuum that leaves drivers at the mercy of the first patrol car they come across.

The consequences of such a “encounter with the authorities“ are literally draconian and can turn the life of a working person upside down

If you are stopped while you are in this “administrative trap”, you risk a hefty fine of 255 euros, the forced removal of the license plates and the confiscation of your license for six months. For many whose livelihood depends on their personal car, this means a direct hit to their income and the inability to get to work. Paradoxically, the law punishes a person who is unaware of the administrative procedure more severely than someone who deliberately violates the rules.

The Institute for Road Safety is categorical that this approach is in sharp contrast to European standards and case law. The organization cites a decision in case C-164/24 of the Court of Justice of the EU, which criticizes such automatic deletion without an individual assessment. While in countries like the UK it is unthinkable not to receive an official warning, here citizens learn the bitter truth only on the road, in front of the police officer. This is not good administration - it is bureaucratic chaos that burdens the courts with an avalanche of complaints and digs into the taxpayer's pocket.

In an attempt to stop this absurdity, the Institute is demanding immediate legislative corrections

Their “prescription“ to get out of the crisis is clear: complete cancellation of the binding of registration to insurance, introduction of mandatory notifications via SMS or email and an end to sanctioning “in the dark”. If the institutions and the president remain deaf to these demands, the IPB is ready to take the fight to the courtroom through mass collective claims against the state for violating European law. The situation is critical and requires a lightning-fast response before thousands more drivers are burned in this administrative fire.
