With the law adopted on second reading, it was actually accepted that the State Agency for National Security (SANS) usurps part of the government's power, which is complete absurdity. This was said to journalists in Pleven by the chairman of the party “Democrats for Strong Bulgaria“ (DSB), Gen. Atanas Atanasov, on the occasion of the amendment to the Investment Promotion Act adopted by the deputies on second reading. According to the changes, the sale of assets of the Russian oil company “Lukoil” in Bulgaria will take place only after a decision of the Council of Ministers (CM) with a positive opinion from SANS.
“This law is unconstitutional, I am sure of it. By the time the Constitutional Court is notified and the case is scheduled for consideration, a year will pass, and during that time this law will be in effect. It stipulates that for each transaction with foreign property, SANS will say whether the buyer is suitable or not. This is for the purpose of wedged into the commercial turnover for commissions“, commented Gen. Atanasov, quoted by BTA.
According to him, it is very offensive to the Prime Minister and the Council of Ministers that “they are putting a hat on him by SANS“.
The Chairman of the DSB recalled that according to Art. 105, paragraph 2 of the Constitution of the Republic of Bulgaria, the Council of Ministers ensures public order and security in the country. “At the same time, the SANS Law states that the Agency is a body under the Council of Ministers. How will the body under the Council of Ministers control the Council of Ministers? The question here is who holds the head of DANS“, emphasized Gen. Atanasov.
When asked whether the government is stable and can serve a full term, Gen. Atanasov said that this is possible at least until the presidential elections, when, depending on the results, a reformatting can be expected. He was categorical that according to DSB, a broad-spectrum candidate for president should be sought, not a political figure.

He pointed out that this is an opportunity for more channels for information from the people, which can reach both the members of parliament and the local municipal councilors.
