The Energy Committee in the National Assembly rejected, at an extraordinary meeting and without debate, President Rumen Radev's veto on the changes to the Investment Promotion Act, which provide for a possible sale of "Lukoil" assets in the country to take place after a decision by the Council of Ministers, but with a positive opinion from the State Agency "National Security" (DANS).

12 MPs voted against the head of state's veto, 5 supported it.

Yesterday, Radev returned the legislative amendments, which were adopted by parliament on October 24, for new discussion in the National Assembly.

They provide that DANS will conduct a preliminary study and provide a written opinion before each dispositive transaction with company shares and shares from the capital of "Lukoil-Bulgaria" EOOD, "Lukoil Neftochim Burgas" AD, "Lukoil Aviation Bulgaria" EOOD and "Sustainable Energy Supply" Ltd.

In the reasons for the veto, the president points out that the law places the Council of Ministers in functional and operational dependence on the opinion of the National Agency for National Security, which in his opinion is stated as constitutionally inadmissible.

According to the head of state, the changes to the Investment Promotion Law raise a number of questions from the point of view of achieving the goals specified by the proponents.
