The government is making a second clumsy attempt to get a state budget. These people never understood that it won't happen this way. They are trying to lie to us again and blind our eyes by postponing two of the most scandalous measures for 2027 - raising pension insurance and the dividend tax. But in return, they have created new scandals.
This is stated in the position of "Continuing the Change" regarding the adjusted budget for next year, sent to the media. Here is more from the statement of the formation:
First, there is no money for young doctors and nurses. 260 million euros, which were promised five times and finally included in the previous budget of the NHIF under pressure, have now disappeared from the budget again. There would have been 30 million euros, perhaps through the Ministry of Health, and only for the residents. Not a leva for the nurses, nor a leva for anyone else who works in the health system.
They are trying to lie to absolutely everyone again under pressure from, guess who - private hospitals. There is not a single text, not even those lame ones from the previous budget, about the minimum salaries of doctors and nurses in the system. But on the other hand, they report 260 million euros in saved healthcare costs.
There are also some other saved costs– 741 million euros from the capital program. These are roads, railways, etc. projects. Apparently, after we pressed them, they decided that these very coffers would not be filled with the 741 million euros in question.
On the other hand, salaries in the Supreme Judicial Council continue to rise from 24 thousand leva per month to 30 thousand leva. There is no change in this budget. Salaries in the court and prosecutor's office, where we are the best paid in Europe, are rising the most - by almost 14%, compared to 10% for the other administration. Salaries in the CPC have been reduced. The increase will be only 42%, not 52%, as was the case in the previous draft budget.
The entire salary bill in the rest of the administration has not moved. The only thing they have done is to distribute them a little more fairly, which is some progress, but the so-called “untying“ of salaries is not actually untying. It only says: next year the texts of the law will not be applied, but we will see next year.
Instead of reducing the money for the maintenance of the administration, it has increased. This is the money for repairs, electricity, consumables and maintenance of all administrative buildings. They are being increased by 47 million leva on top of the already 20 percent increase in the previous budget. Let the departments have their own spending. Or, to put it another way – we will spend 700 million leva more on toilet paper and repairs, but we will not give 260 million leva for salaries in healthcare.
These are the priorities of this coalition and that is why it must go now.
The changes in revenues are scandalous. They have fallen because they will not raise social security contributions and there will be no dividend tax next year. There will be one the year after. But since they do not have enough and cannot make enough savings, they have invented some 300 million euros more revenue from the sale of carbon quotas out of thin air. This, when we open the detailed three-year forecast, is in the same text as in the previous budget. So how did these revenues appear – maybe only Temenuzhka Petkova can say.
In addition, they have kept some 800 million euros of fictitious VAT revenues that will not happen, just as they did not happen this year. That is, the real deficit in this budget is at least 4%, and more likely 4.5%, not 3%. And these accounting tricks that they did in this paper in three days cannot hide it.
In short - this budget is for the trash and in many ways is much worse than the previous budget.
It will not happen this way, colleagues! Give up! Obviously you cannot govern this country.
