The bill is in response to the disclosed data on the losses to the budget from unpaid excise duties and taxes from the illegal fuel market, which for 2024 alone are nearly 600 million BGN.

"DPS-New Beginning" proposes that a special law be created within 1 month to create a specific regulation that would oblige the means of transport used for the transportation of oil and petroleum products to be equipped with working and functioning devices for positioning and tracking their movement (GPS).

In this way, it will also be clear what quantities of fuel are delivered to the filling points. This will be further controlled through specialized software in the electronic toll collection system and purpose-built measuring devices for measuring the capacity of the tanks, provided and installed by the “Customs“ Agency.

The measure will allow the “Customs“ Agency to track the spatial movement of these vehicles, as well as control of the loading and unloading points, providing serious additional revenue to the treasury from previously uncollected excise duties and taxes, according to a recent analysis.

The proposal of "DPS-New Beginning" does not create any financial or administrative burden for business, since the necessary devices can be installed at the expense of the budget, with the expected revenues from the measure many times exceeding the investment.
