“A necessary and timely step to strengthen democratic principles, increase transparency and guarantee the fairness of the electoral process in the Republic of Bulgaria.” This is how the PP-DB motivates the Bill for Amendments and Supplements to the Electoral Code submitted today, which fully restores machine voting, the party announced.
According to the submitters, the accumulated practical experience unequivocally shows that fully machine voting is a more reliable, transparent and objective mechanism for exercising active suffrage. In this sense, its restoration is a necessary measure to overcome the identified deficiencies in the electoral process.
The restoration of fully machine voting aims to ensure a higher degree of accuracy, security and traceability of the vote, as well as to guarantee equality of participants in the electoral process.
The specific goals of the submitters are set out in the motivations of the bill:
Restoring fully machine voting as the main and only way to vote in elections, with the exception of cases expressly provided for in the law. Eliminating invalid votes and limiting human errors in reporting the results. Limiting the possibilities for manipulating the vote, including through controlled and corporate voting. Facilitating the work of section election commissions and reducing the time for processing election results. Increasing citizens' trust in the electoral process and democratic institutions.
PP-DB specifies that the implementation of fully machine voting does not require a significant increase in the costs of holding elections, since the state already has a significant number of certified voting machines, as well as an established logistical and organizational infrastructure.
