A significant increase in penalties for all sexual assaults against children - minors and underage, provided for in the Criminal Code, are proposed by the deputies from the PG of "DPS-New Beginning". The bill was submitted to the National Assembly today, the party announced in a press release.
The explanatory memorandum states that the sharp increase in cases of using minors and underage for the creation and unpunished distribution in cyberspace of materials with pornographic content causes irreparable damage to society.
For the most part in the current Criminal Code, the explanatory memorandum states, the penalties are low and the fines are insignificant. A number of texts lack a minimum amount of punishment, and the maximum amounts are low in order to ensure the general prevention of the law. This makes the perpetrators of these heinous acts feel unpunished or receive low punishments, and continue their perverted actions.
We are convinced that such acts should be punished with all the severity of the law, which would provide more solid protection for the most valuable and vulnerable groups in our society. We hope that with the adoption of the texts we have proposed, perverted pedophiles and criminals will never again be released on ridiculous bail and that this will not cause the just anger and reaction of society, says the explanatory memorandum to the bill.
The last such case that scandalized society was the release on a negligible bail of the arrested person, for filming school toilets with hidden cameras, Alexander Evtimov, director of the 138th school in Sofia. According to official information from the spokesman for the Sofia District Prosecutor's Office, Nikolay Nikolaev, he has been charged with two separate serious crimes. The first is for possession of a special technical device intended for covert collection of information, committed in the capacity of an official, and the second is for creating pornographic material involving minors.
