The Council of Ministers approved a decision on the implementation of provisions of the so-called extended budget law, related to the indexation of salaries of employees in budget organizations. This was announced by the government press service.

Based on the information provided by the National Statistical Institute (NSI), it is determined that for the purposes of implementing the provision of the extended law, the accumulated annual inflation as of December 31, 2025 is 5 percent. The salaries of workers and employees in budgetary organizations will be indexed by 5%, starting from January 1, 2026.

When applying the cited provision, the amounts of the basic monthly salaries reached as of December 31, 2025 in budgetary organizations cannot be reduced or increased within the framework of the position held, i.e. no regulations or other mechanisms for increasing salaries are applied, except for the increase explicitly provided for in the extension law, namely an increase in the salaries of those employed on a minimum wage and a one-time indexation in the amount of the accumulated annual inflation as of December 31, 2025, in the amount of 5 percent for all others in the budget sphere.

On January 15, the outgoing Finance Minister Temenuzhka Petkova announced to the media that the outgoing government would apply the more favorable regime for Bulgarian citizens and would index the salaries of everyone in the budget sphere once, as provided for by the law, by five percent.

In December 2025, the parliament voted for indexation of salaries in the budget sphere, which was laid down in the so-called extension law.
