By order of the Minister of Internal Affairs Daniel Mitov, Chief Commissioner Yavor Serafimov has been appointed Deputy Secretary General of the Ministry of Internal Affairs, the Ministry of Internal Affairs announced. In his new position, he will continue to lead the Specialized Operational Group for Analysis and Counteraction to Money Laundering.

Removing Bulgaria from the so-called "gray" list of countries placed "under enhanced surveillance" by the Financial Action Task Force (FATF) is among the main priorities of the Ministry of Internal Affairs and the government. The countries on this FATF list are under increased surveillance due to "insufficient capacity in combating money laundering and terrorist financing". Bulgaria was added to it in October 2023.

The interdepartmental structure, led by Chief Commissioner Serafimov, was established at the proposal of the Ministry of Interior and at the end of 2025 the Council of Ministers adopted a decree on its formation. The goal of the specialized group is to unite the resources and efforts of the competent law enforcement structures of the Ministry of Interior (GDNP, GDBOP), the “Customs“ Agency and the NRA under the Ministry of Finance and the State Agency “National Security“ in combating money laundering.

Yavor Serafimov has been an employee of the Ministry of Internal Affairs since 1999, having held various executive and managerial positions in the system, including Deputy Director and Director of the Directorate for Combating Money Laundering. From May 2025 to the present, he was Deputy Director of the General Directorate of the National Police. He has been repeatedly awarded for high professional results.
