Bulgaria is the only one in Europe that has notarial certification for the transfer of vehicles in the amount of hundreds of millions per year. This is an invented administrative burden. This was told to journalists in parliament by Yordan Ivanov from the PP-DB.

Yesterday, notaries spread a message, with which they lied to all Bulgarian citizens, that if notarial certification is abolished when transferring vehicles, this will lead to thefts, he pointed out.

Ivanov pointed out that they will be even more insistent on these amendments and between the first and second readings we will propose that this transfer also take place electronically.

If until yesterday I had doubts about one key reform - should the privileges for notaries be abolished, should the quotas for notaries be abolished, when there are 15,000 lawyers in Bulgaria, but only 1,000 notaries. We were hesitant about whether this should happen, but I am now convinced that this reform is imperative and we are starting to draft a bill that would liberalize the sector and allow notaries to compete competitively, as lawyers do, Ivanov explained.

According to Bozhidar Bozhanov, notaries are currently doing part of the work that the state should be doing itself, such as collecting local taxes. When this process is digitalized, when the register of the Ministry of Internal Affairs is upgraded and all this can happen electronically and citizens can transfer cars entirely electronically, then the state itself will be able to do these things and this process will be completely simplified and free from additional fees and Bulgaria will finally join the other European countries where this happens without unnecessary bureaucracy.

Bozhidar Bozhanov also commented on his exclusion from the PP-DB lists for the upcoming elections. "Our coalition has a huge debt to the protest and to the voters. We must present them with the strongest possible program, the strongest possible lists that will meet the expectations they set for us in December. Therefore, the coalition must work properly, work well, but this cannot be done with ultimatums.
