Only 36% of the population of Bulgaria uses e-government services, according to Eurostat data.

In 2025, 71.9% of EU citizens aged 16-74 used public authority websites or applications, an increase of 1.9 percentage points compared to 2024 and 4.3 percentage points compared to 2022. This percentage in Bulgaria was half as low.

The EU countries with the highest use of e-government services are Denmark - 98%, the Netherlands - 96.2%, Finland - 96.1% and Sweden - 96.0% hundred.

In last place are Romania with a share of 24.1% and Bulgaria - 36 percent, according to Eurostat data.

A little over 44% of Bulgarians have used electronic administrative services related to access to information regarding social benefits, laws and other forms of state support. This represents an increase of 0.2 percentage points compared to 2024.

About 41.3 percent sought access to personal information - an increase of about 1.3 percentage points compared to 2024.

38.2 percent of those using electronic administrative services used them to file their tax returns online in 2025, which represents an increase of about 3.2 percentage points compared to 2024.

Only about 6% used electronic administrative services to file other types of claims or complaints. This represents an increase of approximately 0.4 percentage points compared to the previous year, 2024.
