The government has provided 25 million euros for the implementation of the Program for Compensation of Individuals for Increased Fuel Prices Due to the War in the Middle East. The state will support people from vulnerable social groups with 20 euros per month to compensate for their higher transportation costs.
Individuals whose average monthly income for 2025 was less than or equal to 652.41 euros will be eligible for this support. The amount is equal to twice the poverty line for last year. In case there is no information on the person's income for 2025, the income criterion for access to assistance will be 537.88 euros, which is twice the poverty line for 2024.
The compensation will be paid by the Social Assistance Agency only to persons who are owners or co-owners of a motor vehicle, or have a lease agreement. The transfer of funds will begin if, for three consecutive days, the average retail price in the country of mass fuels A95H gasoline and/or diesel exceeds 1.60 euros per liter according to data from the National Revenue Agency.
The funds for securing the Program will be provided from the budget of the Ministry of Labor and Social Policy. They will be financed according to the Law on the Collection of Revenues and the Execution of Expenditures in 2026 until the adoption of the Law on the State Budget of the Republic of Bulgaria for 2026, the Law on the Budget of the State Social Insurance for 2026 and the Law on the Budget of the National Health Insurance Fund for 2026.
