"BOEC requested a new procedure for selecting a Bulgarian European Prosecutor
Today we submitted a signal to the Council of Ministers with data on conflict of interest, violations and flaws in the procedure for selecting a European Prosecutor". This was published on the formation's Facebook page by the chairman of the Management Board of the civil movement, Georgi Georgiev. Here are more of his words:
Peevski, Borisov and Sarafov want to guarantee themselves impunity and full control over the prosecution and the possible risks for them. For this purpose, they appointed convenient and loyal heads of the Appellate Prosecutor's Office and the Sofia City Prosecutor's Office. They have the last step left - to appoint their faithful dwarf to the European Prosecutor's Office. The competition held by the previous leadership of the Ministry of Justice, entirely under Peevski's control, shows this. The investigation by BOEC sheds light on the scheme. It is extremely important for us not to allow the mafia to realize its plan, therefore we believe that the candidates sent by the “Zhelyazkov“ cabinet should be withdrawn and a new, transparent procedure should be launched.
The BOEC signal states:
“…After analyzing everything presented in its entirety, BOEC believes that the competition for European Prosecutor is completely compromised and directed to achieve a specific goal - to guarantee the selection of specific candidates from the above-mentioned individuals, behind whom other interests of other individuals are hidden, specifically Delyan Peevski, Boyko Borisov and Borislav Sarafov, who have nothing to do with the rule of law. In this way, this group, based on pre-prepared scenarios, guarantees that either Belichev or Raydovska will be elected European Prosecutor (Petkov is just a disguise and will not interfere with the first two), and the other will accordingly become a representative of the office in Sofia. Thus, Peevski and the current leadership of the prosecution, represented by Sarafov and Rusinova, provide themselves with a convenient European Prosecutor and a convenient representative of the delegated prosecutors in Sofia.
Mr. Gyurov, due to the described vices, we believe that this competition should be canceled and held again by a commission composed of new individuals, whose expertise and independence are beyond doubt, by admitting and selecting magistrates with verified integrity, so that Bulgaria has its own worthy representative in the European Prosecutor's Office and the influence of the Borisov-Peevski model in the procedure for selecting a Bulgarian European Prosecutor is interrupted.
We will also notify the head of the European Prosecutor's Office, Laura Kövesi (address: EPPO - [email protected]) of the results of our investigation, due to the fact that the individuals involved in the selection of a new European Prosecutor for Bulgaria are currently employees of the European Prosecutor's Office and as such they deal only with cases within the competence of the European Prosecutor's Office, for which they should have the appropriate integrity. In view of this, we believe that an immediate review of the overall work of Prosecutor Mihaela Raydovska and Prosecutor Dimitar Belichev, as delegated European Prosecutors for Bulgaria, is necessary in relation to the correct application of the law and the legitimacy of the cases they monitor and the compliance of their work with the integrity of the European Public Prosecutor's Office.
We will also refer the European Prosecutors Selection Committee to the European Parliament (address: [email protected]) to the flawed selection for a European Prosecutor in Bulgaria with a request to cancel the procedure and schedule a new one, which will be conducted according to the rules and by an independent jury.
