The Regional Governor Stefan Krassimirov returned a decision of the Municipal Council (Municipal Council) of Vratsa from the end of March, concerning the granting of an interest-free loan to “Industrial Zones – Vratsa“ EOOD. This was announced by the regional administration on its official website.
The meeting of the Municipal Council of Vratsa was held on March 31. The returned decision concerns the granting of an interest-free loan to “Industrial Zones – Vratsa“ EOOD in the amount of 31,805.43 euros to cover expenses for remuneration, social security and health contributions, as well as expenses for accounting services, with a planned deferred repayment of the amount. The proceedings were initiated after a report was received from municipal councilor Tomas Petrov, which contained data on procedural violations committed during the meeting.
During the inspection, it was established that the proposal was initially not adopted during the vote, as it did not gather the necessary majority. Subsequently, at a later stage of the meeting, after a break was announced, the item was put to a second vote and was adopted, the regional administration stated. According to the publication, a second vote is permissible only if the result is immediately contested - within 2 minutes after its announcement. In this particular case, this requirement was not met, which is why there is a significant violation of the procedure.
The regional governor accepted that the decision of the Municipal Councilors was unlawful, as it was adopted in violation of the established order, which leads to its legal invalidity. The order for a new discussion has been sent to the Chairman of the Municipal Council - Vratsa, the Mayor of the Municipality of Vratsa, as well as to the District and Regional Prosecutor's Offices - Vratsa. The decision should be reconsidered in strict compliance with the legal requirements, the publication on the website of the Regional Administration - Vratsa states.
