Public procurement worth eight billion euros is reported by the Ministry of Defense. This is clear from the data on active public procurements published by the Finance Ministry before Easter.

The amount is over 1/3 of the total declared value of 30.7 billion euros of all public procurements, of all ministries.

The Finance Ministry specifies that information on some of the public procurements is classified, and the data may not be complete.

The Defense Ministry is the leader among the ministries in terms of the number of awarded public procurements and those in procedure - a total of 1,191, if secret ones are included. This is almost 1/5 of the total 6,890 published orders.

In terms of the total value of orders, the Ministry of Defense is inferior only to the Regional Department - 14 billion against 8 billion euros for defense procedures. The Ministry of Defense owes nearly 1,178,000,000 euros for 2026 contracts alone.

Until this year, 1,278,000,000 euros have been paid. 3 billion euros have also been paid in advance.

A separate report shows that out of 56 concluded contracts, 41 were 100 percent paid in advance, and those that were paid - up to over 90 percent. A procedure often criticized by newly appointed defense ministers.

Between 2020 and 2026, the value of public procurement in defense, excluding classified ones, was about 321,350,000 euros. Advance payments amounted to nearly 73 million euros.

Contracts were concluded for the maintenance of training aircraft, communication equipment, repairs, software, "Casco" insurance, periodic delivery of medical equipment and consumables.

In 2025, the Ministry of Defense also paid nearly 29 million euros for unarmed physical security of liberated military areas and storage areas for excess equipment.

Our country still has to pay about 602,500 euros for the repair of the An-30 military aircraft. The machine was sent for repair to Ukraine in 2021. Until 2023, it was known that due to the war there, it could not be returned to our country.

Of the current defense orders, the largest number are for the upgrade of the "Spartan" aircraft and activities related to the acquisition of 7 mine countermeasure ships.

The ships are a gift to us from Belgium and the Netherlands. But our country needs to modernize them.

The public procurement contracts concluded this year alone are worth about 16,747,000 euros. No advance payments have been made under any of the 48 contracts.
