Scholars speak out against a history textbook - 1

Historians, archaeologists and ethnologists have spoken out against the intention to introduce a single textbook on “History and Civilizations“ in Bulgarian schools. In an open letter to Prime Minister Rumen Radev, they insist that the plans be reviewed and warn that the measure could limit teachers' choices and weaken the development of critical thinking.

The letter is copied to the president, the speaker of the National Assembly, the ombudsman and the minister of education and science. It was signed by lecturers at Bulgarian universities and researchers from the Bulgarian Academy of Sciences and other scientific institutions. The position was presented at a press conference at the Bulgarian Telegraph Agency on October 22. Support for it exceeds 200 historians from more than ten universities and scientific institutions, announced Assoc. Prof. Dr. Svetoslav Zhivkov from Sofia University.

The reason for the reaction is the Prime Minister's statement from September 15. At the opening of the school year in the village of Rakovitsa, Vidin region, Radev stated that educational reform is a priority for the government and that the new model should rely on one textbook each for Bulgarian language, Bulgarian history and geography. “The Minister of Education has committed to having only one textbook for Bulgarian language and literature, as well as one textbook for Bulgarian history and geography“, said the Prime Minister.

The authors of the letter point out that after the end of the totalitarian regime, the historical community has worked to eliminate communist ideology and methodology from history teaching. According to them, the creation of different, but verified and approved textbooks is part of the democratization of the educational process.

“The presence of more than one textbook on the subject “History and Civilizations“ is not among the causes of these problems“, the scientists state. They remind that each textbook is created according to the requirements of a unified curriculum and receives the status of a textbook only after approval by the Ministry of Education and Science.

According to the signatories of the letter, teachers are the ones who best know the level, capabilities and needs of students in a particular class. Therefore, the choice between several approved textbooks allows them to select more appropriate texts, tasks and sources.

The letter cites France, Spain, Italy, Poland and Estonia as examples of systems in which different textbooks and publishing practices exist. The authors link educational reforms in Finland, Estonia and Poland to decentralization, pluralism in teaching and more independent research work by students.

The scholars contrast this model with the practice of a single history textbook, which they believe is mostly found in countries with undemocratic political systems. They warn that eliminating the diversity of teaching materials could lead to the imposition of a “correct reading“ of the past.
