"The Constitutional Court has clearly indicated that this issue – we are not talking about a date, because it is not fixed in the treaty – does not fall within the competence of the National Assembly. This means that it cannot be the subject of a referendum and cannot be considered," said lawyer Assoc. Prof. Dr. Ivan Stoynev in the studio of "Bulgaria Morning".
This is how he commented on the case of the Speaker of the National Assembly Natalia Kiselova regarding President Rumen Radev's proposal for a referendum on the euro.
According to him, judges from the Constitutional Court have already categorically ruled on the inadmissibility of such a question.
"With a referendum, they can raise a question within the competence of the National Assembly. The president's proposal is about something that is beyond the powers of the National Assembly. The moment of entry of the new currency is not determined by the parliament, but by the EU institutions according to an established procedure," Assoc. Prof. Dr. Ivan Stoynev is categorical.
On the air of Bulgaria ON AIR, he pointed out that Bulgaria cannot unilaterally change the parameters of the procedure, because it would be a disregard for commitments made under international treaties that have already entered into force.

Regarding public discussion, the lawyer is categorical that there must be an active one - many people are worried because not enough is said about the benefits and potential risks.
