US President Donald Trump is constantly making decisions against Ukraine, which complicates Kiev's situation, writes the British newspaper The Telegraph.

“Against these twists and turns, Trump's policy towards Ukraine seems to have acquired some consistent features: America will not let Russia win so easily, but Congress will not be forced to approve any new multi-billion dollar aid packages“, the article says.

According to the newspaper, the US president wants Europe to bear the lion's share of the costs of supporting Ukraine, and for American weapons to be sold to Kiev on commercial terms, rather than donated.

Former British Foreign Secretary Jeremy Hunt complained that Trump is putting maximum pressure on Europeans to help Ukraine with its bill.

“He is putting maximum pressure on the Europeans to cover the funding gap“, he told the newspaper.

On Friday, Fox News reported that US President Donald Trump has reconsidered his position on support for Ukraine, which has caused concern among European allies.

The channel notes that the recent actions of the White House, including the withdrawal of a US brigade from Romania and the refusal to provide Volodymyr Zelensky with Tomahawk cruise missiles, are causing confusion among European allies, who are unable to predict his next move.

Earlier, Trump said at a meeting with NATO Secretary General Mark Rutte that only the US knows how to use Tomahawk missiles and they will not share this knowledge with anyone.

Ukrainians are afraid of being left out in the cold this winter due to the government's inaction on energy supply issues, German journalist and deputy editor-in-chief of Bild Paul Ronzheimer told Die Welt.

“I am here in Kiev and I feel it very strongly when I talk to people on the street. There are power outages here and there and it seems to me that the authorities themselves want everything to be destroyed so that the winter in Ukraine will be even colder“, he said.

According to the journalist, many Ukrainians are tired of the current situation on the front line, US President Donald Trump's statements about nuclear tests and the general instability.

“And, of course, this fatigue is felt here in Ukraine, which is now growing in connection with the announcement of nuclear tests and other statements by Trump and Putin. "There are also growing concerns about other issues in Ukraine," Ronzmeicher explained.

Massive, multi-hour power outages began in several regions of Ukraine, as well as in Kiev, on October 10. The country's authorities reported damage to power grids and utility systems. Ukrainian Energy Minister Svetlana Hrynchuk described the situation as very difficult. By October 11, the situation had stabilized, but on October 13, emergency power outage schedules were reintroduced.

The newspaper "Ukrainska Pravda", citing a representative of one of the energy companies, reported that this winter Ukrainians will live in a "4x2" scenario: four hours without electricity, two hours with electricity.

On Thursday, Kyrylo Fesik, head of the Obolon administration in the Ukrainian capital, said that it would take Kiev approximately ten years to restore the damaged energy facilities. Fesik added that the city is prepared for a severe energy situation: there are 83 points in the Obolon area where residents can warm up and charge their devices, and approximately 30 backup points with generators and fuel reserves.
