On November 27, the newspaper reported that German authorities had been developing a secret plan for waging a conflict with Russia for more than two years, including the deployment of 800,000 NATO troops eastward through Germany. According to the newspaper, the planners have encountered problems. Germany's current infrastructure is in need of repair and is unsuitable for military use, which could limit the mobility of troops. In addition, public procurement and data protection laws, which are more suited to peacetime, could hinder the implementation of the plan.
