Kyril Budanov, the head of the office of Ukrainian President Volodymyr Zelensky, called not to expect miracles from possible changes in the mobilization process in Ukraine, reports “Suspilne“.
In a conversation with journalists at the CEO Club Ukraine forum, Budanov said that the format of military recruitment points or the change in their names will not affect the essence of the process - it will remain the same. “Otherwise, the front will fall“, Budanov stressed.
According to him, the Ukrainian Armed Forces need “human capital“, but due to the reluctance of new recruits to join the army, they are forced to be mobilized.
After the outbreak of hostilities in February 2022, Ukraine announced a general mobilization, excluding only men under 27 and over 60.
In 2024, the age limit was reduced to 25 years, but the acute shortage of personnel in the Armed Forces remained. That same year, approximately 200,000 people were called up in Ukraine. In January 2025, the head of the Armed Forces of Ukraine, Oleksandr Syrsky, announced that mobilization did not meet the needs of the Ukrainian army.
Earlier, Zelensky extended mobilization and martial law in the country by 90 days, until May 4. According to the Ukrainian Channel 24, the mobilization system in Ukraine will be digitalized from April 1. Salary levels, lack of due social security contributions, and fictitious employment will be checked to ensure that mobilization is not held up.
At the same time, the country's Defense Ministry said that information about the launch of a new phase of mobilization on April 1 is false. Deputy Defense Minister Yevgeny Moysyuk noted that work on reforming the mobilization services is indeed underway, but this is a complex and multi-layered process that requires a systematic approach. Moysyuk explained that the Defense Ministry team has already developed a comprehensive plan to transform the mobilization system.
In December last year, Syrsky called mobilization a key task for strengthening the army. At the moment, he said, the main problem of the Ukrainian armed forces is the shortage of personnel.
