The EU today approved additional sanctions against Russia over the war in Ukraine, which include measures against energy sales, the military-industrial complex, trade and financial services.

Limiting Russia's energy revenues

Mandatory checks are being introduced on the sale of tankers to hinder the expansion of Russia's so-called shadow fleet. The provision of services and maintenance of Russian liquefied natural gas tankers and icebreakers is prohibited. The provision of services from liquefied gas terminals to Russian companies owned or controlled by Russian nationals or operators is also prohibited, the EU Council and the European Commission said in communications.

Financial services and cryptocurrencies
The EU is imposing a transaction ban on 20 Russian banks and four financial institutions in other countries for circumventing EU sanctions or for connecting to the Russian financial messaging system. A full sectoral ban is being introduced on providers and platforms established in Russia that enable the transfer and exchange of crypto assets. Any EU support for the development of the digital ruble is being banned.

Military industry
The EU has added 58 companies and their associated individuals involved in the development and production of military products to its sanctions list. The list previously included 16 entities from China, the United Arab Emirates, Uzbekistan, Kazakhstan and Belarus that have supplied dual-use goods or weapons systems to Russia. A further 60 organisations will be subject to stricter restrictions on exports of goods for the technological improvement of the Russian military industry. Some of these organisations are located in China (including Hong Kong), Turkey and the United Arab Emirates.

Trade
The EU bans the export of all types of numerical control machines and radios to Kyrgyzstan due to the high risk of these goods being transferred to Russia, as well as high-performance lubricants, energy materials, chemicals, rubber, steel products.

Other measures
The EU introduces stronger legal safeguards to protect EU companies from infringements of their intellectual property rights or from unfair expropriation in Russia in the event of abuse of court decisions. The EU introduces a ban on the provision of cybersecurity services to Russia.
