The anti-corruption authorities of Ukraine have taken official action against Andriy Yermak - the former head of the Office of the President of Ukraine.
The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) officially declared Yermak a suspect in the legalization and laundering of money (criminal proceeds) in the amount of 460 million hryvnias ($10.5 million) related to the construction of a luxury residential complex ("Dynasty") near Kiev.
On the evening of May 11, prosecutors from the SAP and agents of the NABU conducted urgent investigative actions, with prosecutor Valentina Grebenyuk met with Ermak personally on site in his car to finalize the procedural steps.
Ermak, who resigned from his post in November 2025 precisely after the initial searches, refused to comment on the charges in detail to Radio Liberty until the investigation was completed. The Office of President Zelensky came out with the position that it was premature to draw conclusions before the end of the official investigation.
“The procedural actions are still ongoing - it is too early to make an assessment“, said presidential advisor Dmytro Lytvyn.
“One of the participants, the former head of the Office of the President of Ukraine, has been notified of the suspicion“, NABU noted.
According to NABU, the case is classified under Part 3 of Article 209 of the Criminal Code of Ukraine (Legalization (laundering) of property acquired by crime). Urgent investigative actions are currently being carried out.
UNIAN recalls details of the background to the charges:
According to NABU, in 2018, “Che Guevara“ (according to media reports, Oleksiy Chernyshov) became a founding member of BLOM DEVELOPMENT LLC. In the summer of 2019, this company purchased over 4 hectares of land from the Kozyn village council in the Kyiv region, which became the basis for future construction.
In the summer of the same year, “Che Guevara“ was appointed head of the Kyiv Regional State Administration, as a result of which he transferred part of the company's authorized capital to his wife. According to NABU, the concept of building private residences called “Dynasty“ on these lands began to emerge in May 2020. The value of the plots on which the construction of the residences began may exceed $6 million.
In June 2020, “Karlson“ (according to media reports, Timur Mindich) was attracted to the construction of “Dynasty“. At the same time, another participant, “P-2“ (according to data published by NABU, Andrey Ermak), was also attracted.
According to NABU, the project participants agreed to build four private residences on this territory for their permanent residence. Each of them has an area of \u200b\u200bapproximately 1,000 square meters. The construction of a fifth residence is also planned, which will have a spa area, swimming pool and gym for use by all project participants. The estimated cost of building one residence was approximately $2 million.
The active construction phase began in June 2021. During this period, the suspects also attempted to launder funds obtained through criminal means. According to NABU and SAPO, between 2021 and 2025, almost $9 million in funds were laundered. This money was obtained from various sources, including corruption schemes at Energoatom, NABU notes.
Also, according to NABU, following media coverage, the owners of the residence attempted to release plots and unfinished construction projects in the “Dynasty“ residence from possible seizure. However, during the investigation, the High Anti-Corruption Court granted the request of NABU and SAP and seized the plots and five unfinished construction projects.
Andriy Yermak resigned as head of the presidential administration in November 2025. This happened after NABU and SAP detectives conducted searches of his home amid an investigation into a large-scale corruption scheme in the energy sector, dubbed “Midas“.
Yermak then commented to the New York Post that he had been “disgraced“ and that “his honor was not protected“. He also told reporters that he was “going to the front“.
Later it became known that Yermak became the head of one of the committees of the National Association of Lawyers of Ukraine.
