The issue of territories has not been resolved and several options are being discussed, Ukrainian President Volodymyr Zelensky said at a media briefing, revealing details of the proposed 20-point plan to end the war in Ukraine, Ukrinform reported, BTA reported.

"Now I am ready to discuss the 20-point draft document. This document is defined as a framework – fundamental political document between us, the US, Europe and Russia to end the war," Zelensky told the media. He stressed that the draft largely reflects the joint Ukrainian-American position, but some issues, in his opinion, still need to be resolved.

"Nevertheless, we have come significantly closer to finalizing the documents," the President of Ukraine added.

Zelensky familiarized the media with the essence of each of the 20 points of the draft framework document, emphasizing that it remains a draft and that its provisions may change during the negotiations. Below is a summary of the points, Ukrinform notes.

Point 1

Ukraine's sovereignty will be confirmed. The document confirms that Ukraine is a sovereign state, and all signatories confirm this by their signatures.

Point 2

The document represents a full and unconditional non-aggression agreement between Russia and Ukraine. To maintain long-term peace, a monitoring mechanism will be established to monitor the line of contact using unmanned space surveillance systems, early warning systems for violations, and conflict resolution mechanisms.

Point 3

Ukraine will receive strong security guarantees.

Point 4

The size of Ukraine's armed forces will remain at 800,000 people in peacetime.

Point 5

The United States, NATO, and the European signatories to the agreement will provide Ukraine with guarantees similar to those under Article 5 (of the NATO Treaty - ed.).

Point 6

Russia will enshrine a policy of non-aggression towards Europe and Ukraine in all necessary legislative and ratification documents, including ratification by a constitutional majority in the State Duma. word.

Point 7

Ukraine will become a member of the European Union within a clearly defined timeframe and will receive short-term privileged access to the European market.

Point 8

Ukraine will receive a solid package for comprehensive development, which will be set out in a separate agreement for investment and future prosperity, covering a wide range of economic sectors.

Point 9

Several funds will be created for economic recovery, reconstruction of the affected regions and humanitarian needs. The goal is to raise $800 billion through equity, grants, debt instruments, and private sector contributions.

Point 10

After signing this agreement, Ukraine will accelerate negotiations on a free trade agreement with the United States.

Point 11

Ukraine confirms that it will remain a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

Point 12

The Zaporozhye NPP will be operated jointly by three countries: Ukraine, the United States, and Russia. However, the details are still being discussed. Zelensky noted that Ukraine does not want to negotiate directly with Russia "after everything that has happened" and this issue still requires agreement.

Point 13

The two sides commit to implementing educational programs in schools and society at large that promote understanding and tolerance of different cultures and eliminate racism and prejudice. Ukraine will implement EU rules on religious tolerance and the protection of minority languages.

Point 14

Territories. This point remains unresolved and includes several options.

Option 1: "We stay where we are." In Donetsk, Luhansk, Zaporizhia and Kherson regions, the line of deployment of troops as of the date of the agreement would be recognized de facto as a line of contact, which would be monitored by international forces.

Option 2: Creation of a possible free economic zone in Donbas, accompanied by demilitarization of the area. Ukraine opposes the withdrawal of its armed forces; however, if this option were implemented, it would require a mutual withdrawal by both sides, including Russian forces. The adoption of this option would be subject to approval by a national referendum in Ukraine.

The final decision on territorial issues could be made at the level of national leaders, Zelensky noted, as quoted by Agence France-Presse.

Point 15

Once an agreement is reached on future territorial arrangements, both Russia and Ukraine undertake not to change them by force.

Point 16

Russia will not impede Ukraine's use of the Dnieper River and the Black Sea for commercial purposes. A separate agreement on maritime access will be concluded, covering freedom of navigation and transport. As part of this agreement, the Kinburn Sandbar will be demilitarized.

Point 17

A humanitarian committee will be established to resolve outstanding issues. This includes the exchange of all remaining prisoners of war, including those convicted by the Russian system after 2014, as well as the return of all detained civilians and hostages, including children and political prisoners.

Point 18

Ukraine will hold elections as soon as possible after the signing of the agreement.

Point 19

The agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Council chaired by US President Donald Trump.

Point 20

Once all parties agree on the document, a full ceasefire will enter into force immediately.

"We did not reach a consensus with the US side regarding the territory of the Donetsk region and the Zaporizhzhia nuclear power plant. But we have significantly leveled most positions. In principle, a consensus has been reached with them on almost everything else," Zelensky noted.

He added that Ukraine expects to learn Russia's response to the draft document later today, after negotiations between the American and Russian sides.

"Issues such as territorial issues should be discussed at the level of leaders," Zelensky stressed.

In addition to the draft framework document, Zelensky said that other documents necessary to end the war have been prepared. These include a multilateral framework for guarantees of Ukraine's security, in which Ukraine, the United States and Europe participate, as well as a bilateral framework for guarantees of security between the United States and Ukraine.

"There is also a separate annex - the military dimension of guarantees of Ukraine's security - a detailed plan that explains how security will be ensured in different scenarios. Thanks to these guarantees, we will be able to see a strong Ukraine: Ukraine supported by the Coalition of the Willing, with a peace monitoring mechanism and clear responses to any potential new aggression by Russia," Zelensky stressed.

He also noted that Ukraine and the United States have developed a document on reconstruction and economic development entitled "Roadmap to Ukraine's Prosperity".

Zelensky has already stated that any peace plan will involve compromises and cannot satisfy everyone, Ukrinform recalls.
