A drone attack in the Russian city of Penza at around 4:00 a.m. led to a fire at an oil facility. There were no casualties or injuries, regional governor Oleg Melnichenko said.

“Firefighting teams are working at the scene, including 46 personnel and 14 pieces of equipment,“ he wrote on Telegram.

At 1:39 a.m. Moscow time, Melnichenko announced that a drone alert had been issued in the Penza region. About an hour later, he announced the “Kilim“ plan in effect for the region. Penza airport suspended flights. At 4:54 a.m. Moscow time, Melnichenko declared an airstrike for Penza.

On July 31, 2025, an airstrike was issued for the first time in Penza. The incident halted public transport in the city and the bus station was closed. Melnichenko then reported that nine drones had exploded in the premises of a factory in the Zavodskoy district of Penza, causing a fire.
